“国家个性”和“城市个性”:中国的创意产业发展之路
――访谈中国创意产业研究学者张京成

Urban China:“创意产业”是如何被纳入国家产业发展规划的?How does the Chinese government introduce ‘creative industries into the national industry development plan?
张京成:中国的创意产业发展一直都是与文化体制改革同步进行的。2004年,中国政府在中共十六届四中全会上提出“文化生产力”的概念,这表明中国政府开始重视文化与经济的协调统一发展。2005年,香港、台湾、上海和北京等地,开始关注创意产业发展。2006年,被称为中国创意产业发展的元年,也是创意产业广泛普及并开始为更多人所关注的第一年。这一年,《国家“十一五”时期文化发展规划纲要》发布,首次在官方文件中提到“创意产业”,表明这一新生事物已得到国家的认同和重视。以此为指导,中国创意产业的发展环境逐渐形成,发展理论不断完善,各地创意产业政策框架初步确立,产业规模效应也有所体现,创意产业得到了前所未有的关注。
UC: 中国政府如何定位“创意产业”?为什么如此定位?What kind of position does creative industries hold in the Chinese governmental agenda? What are some of the reasons for this?
张京成:创意产业注重文化、科技、创意与产业的相互融合,将文化和创意作为产业发展的原动力。对于中国的创意产业,具有五千年灿烂光辉历史的民族文化是其获得永恒竞争力的源泉,因而在“国家个性”层面上的创意产业,应着力打造“古老文明”的文化符号,让中国的创意产业呈现出一种历史的底蕴和厚重感。各城市的创意产业更应该根据当地的文化资源特色,定位自己的“城市个性”,并以此为指导,开展创意产业的一系列实践活动。
UC: 您认为现在中国创意产业的发展态势如何? What are your thoughts on the development of creative industries in China so far?
张京成:中国创意产业总体发展态势良好,经过几年的发展,创意产业在我国的发展环境不断优化,政府对于创意产业的发展越来越重视;创意个人和创意企业正在成为产业发展的主体;人们对创意产业的认知度明显提高,创意产业发展的资金瓶颈和视野盲点正在逐步消除;针对创意产业发展理论的研究不断深入相关论文著作纷纷出版,“创意产业”日益成为人们关注和议论的焦点。
UC: 您如何看待中国创意产业的发展前景?又有怎样的建议?How do you anticipate the future of creative industries in China? Any suggestions or advice?
张京成:创意产业的中国崛起,必定是一场举世瞩目的重大经济变革,对于中国而言则是千载难逢的机会也是事关民族生存与产业兴旺的挑战。但是,如何在全球创意产业“集聚”化的浪潮下,不被滚滚洪流所淹没?这就要求中国的创意产业能够勇于开启新的思路,利用伟大中华民族最优秀的文化和文明,不盲从、不盲目,既要借鉴发达国家的成功经验,又不成为别人发展道路上的附属,走一条具有“国家个性”和“城市个性”的创意产业发展之路。
我有以下几点建议:
(1):凝练特色化的优质创意资源,挖掘创意产业的“国家个性”和“城市个性”,通过打造特色性的民族文化符号,完成整个国家和城市的创意产业品牌化整体营销。
(2):改变“政府充当排头兵,企业围着政府转”的创意产业发展现状,明确政府和企业的功能与角色,将发展思路由“政府经营”向“政府服务”转变。
(3):新的产业链整合思路——建立基于产业链条的创意产业战略联盟。
(4):在文化体制改革的浪潮中寻找机遇,把文化事业单位的体制转型和市场化作为推动创意产业发展的途径之一。
Bio
Professor Zhang Jincheng is a long-term researcher of creative industries in China. He founded the China Creative Industry Research Center at the Beijing Academy of Science & Technology and serves as the Director of the center. He edited and published the first China Creative Industry Development Report(2005).
